MINUTES OF THE SEPTEMBER 18, 2007 BOARD MEETING

Meeting called to order at 7:02 p.m.


MOTIONS:

1. Motion by Guyton to approve the agenda of the meeting with an addition.

Second by Caarran. Approved.

2. Motion by Watson to approve the minutes of the 21 August meeting as

corrected . Second by Guyton. Approved.

3. Motion by Carran to approve Treasurer's Report for August, 2007. Second by

Watson. Approved.

4. Motion by Waatson to accept the Timmer and Associates proposal to do the

library's 2007-08 audit for a payment not to exceed $3,250. Second by Guyton.

Approved.

5. Motion by Carran to accept a proposal by Larry Stone to insulate the second

floor of the building with cellulose and a plastic vapor barrier for a cost not to

exceed $2,500. Second by Watson. Approved.

6. Motion by Watson to approve the Annual Budget and Appropriation Ordinance,

number 07-05. Second by Swegle. Approved.

7. Motion by Ziemer to adjourn at 8:57 p.m. Approved. Meeting adjourned.


DISCUSSION:

Keith Lindbloom and Kyle Georlett of Solutions Management Group presented a plan

improving and updating the library's computer system. A final decision on their

presentation will be made at the board's October 16 meeting.


Director's Report--Evans presented a written report. Among the topicsin the report was

that Paula Rosenthal has been hired as a employee and that Stefanie Johnson is our new

part-time evening/Saturday assistant. Evans reported on her trip to Springfield with

Stewart Winstein, and Pat Verschoore to visit Ann Craig, Illinois State Librarian. A

representative from PALS will attend the October 16 meeting. The Harry Potter Party

was held on September 20. Other upcoming events include will be Local Author Nights

held in conjunction with the Midwest Writing Center and a hog roast for Halloween.

Other events being considered are a Bingo night and a travelogue.

The Friends held a meeting and elected officers: Jean DeMink, president; Cookie Dean,

vice-president; Arlet Roberts, secretary; Donna Krebsbach, treasurer; and Theresa

Johnson, program chair. Cookie Dean and Theresaa Johson are co-chaairing a pig-

roast/Halloween dance and costume contest. Mr. and Mrs. Wayne Viager are donating

hog, half will be roasted for the evening and the other half will be raffed and awarded that

evening. The Friends will also host the Christmas Open House and Christmas tree

auction on December 1. Santa will be there for photos.


Steering Committee report- Larry Stone reported that a work day was held on Saturday,

August 25. Volunteers, staff and temp helpers from Sedona group set up the shelving

from Trinity and reshelved the materials that were on the old shelves. The old shelves

were given to patrons. Phyllis Reed was thanked for replanting the flower bed at the base

of the newly-installed flag pole. The south face of the library building was painted with

paint donated by McCombs.

Stone continued by explaining his plan to insulate the first floor of the north part of the

library building by laying a vapor barrier on the floors of the rooms above on the second

floor and covering the vapor barrier with a layer of cellulose insulation material. He said

the the savings in heating and cooling costs will pay for the job very quickly. Stone said

that he estimates that the materials will cost about $2,500 and that he and volunteers will

install the insulating material.


McCombs allowed Vicki Wassenhove to speak out of order. She presented a written

report on the subject of an upcoming library referendum.


Board members planned to hold a retreat to strategize on Saturday, September 29, 2007 at

at Moline Public Library from 1 to 4 p.m.


There was no old business or consent agenda items to discuss.
